This publication is a rapid assessment of smoking and vaping in Pakistan during the COVID-19 lockdown. It was conducted by Pakistan Alliance for Nicotine and Tobacco Harm Reduction, a project of Alternative Research Initiative.
The study collected information from 120 respondents in 11 districts of Pakistan. These included 60 vapers and 60 smokers from Islamabad, Rawalpindi, Lahore, Faisalabad, Sialkot, Multan, Peshawar, Abbottabad, Quetta, Karachi, and Hyderabad. Interviews were conducted by telephone during the lockdown.
The report found that vaping products were harder to access during the lockdown. Only about one-third of vapers said vaping products were available to them. On the other hand, most smokers said cigarettes were easily available. This shows that cigarettes were much easier to buy than vaping products during the shutdown.
Many vapers and smokers continued their habit during the lockdown. However, some vapers partially shifted back to smoking because vaping products were difficult to get. Some smokers also thought about switching to vaping because they believed smoking might increase the risk of COVID-19.
The study also found that many respondents did not smoke or vape at home before COVID-19, and many continued to avoid doing so during the lockdown. This was linked to family culture, young age, and not wanting to smoke or vape in front of elders.
The report shows that both vaping and smoking decreased for some respondents during the lockdown. Many vapers reported reduced vaping, while some smokers also reported smoking less. However, many smokers said COVID-19 did not change their smoking habit.
The report highlights that vaping products are more expensive and less available than cigarettes. During lockdown, smokers found it much easier to buy cigarettes, while vapers faced more difficulty in buying vaping products.
This publication matters because it shows how a public health emergency can affect smoking and vaping behavior. During COVID-19 lockdown, cigarettes remained easily available, while vaping products became harder to access. This difference is important for understanding tobacco use, harm reduction, and consumer behavior during crises.
This publication is important for public health because smoking can increase health risks during respiratory infections. The report shows how smokers and vapers understood risk during COVID-19, whether they changed their behavior, and whether they thought about quitting. It also highlights the need for clear public health messages during emergencies.
This report is important for policy because it shows that access to cigarettes and vaping products is very different in Pakistan. Cigarettes are cheap and widely available, while vaping products are expensive and limited to fewer outlets. Policymakers can use this information to think about regulation, emergency planning, cessation support, and harm reduction communication.
